Abstract:
Vietnam is entering a new phase of regional economic restructuring in the context of provincial consolidation and the implementation of the 2024 Land Law. Many localities have introduced new land-price frameworks with substantial increases, reflecting a tendency to prioritize short-term fiscal revenues over long-term productivity and efficiency. This study proposes a three-tier land governance model that positions land as a lever for economic growth and social welfare enhancement. The model differentiates three core land functions: (i) land for production and innovation is priced at a preferentially low level to reduce input costs and raise productivity; (ii) land for regional development is regulated on an inter-provincial spatial basis to overcome administrative fragmentation and facilitate the formation of industrial, logistics, and social-housing corridors; and (iii) land subject to compulsory acquisition and civil transactions is priced according to full market valuation to safeguard property rights and reduce disputes. This three-tier framework enables the State to maintain market signals while strategically steering economic development. Nonetheless, the study is limited by the absence of quantitative assessments of the model’s impacts; future research should incorporate simulation exercises and empirical testing in key economic regions.
